The Mission of the New Oxford Municipal Authority, (NOMA) is to provide the best product, water and wastewater services, to our community and service area at the most effective and least cost to our customer base, keeping in mind and taking into account the long term needs of timely maintaining and replacing our capital infrastructure.

All N.O.M.A.’s Customers are billed by the E.D.U. (Equivalent Dwelling Unit) 

New Oxford Borough Water Rates

$40.70/per E.D.U. for up to 10,000 gallons in 2 months
over 10,000 gallons add $4.07 per 1,000 gallons

New Oxford Borough Sewer Rates

$59.50/per E.D.U. up to 10,000 gallons in 2 months
over 10,000 gallons add $3.25 per 1,000 gallons

Oxford Township Water Rates

$40.70/per E.D.U. for up to 10,000 gallons in 2 months
over 10,000 gallons add $4.07 per 1,000 gallons

Oxford Township Sewer Rates

$59.50/per E.D.U. up to 10,000 gallons in 2 months
over 10,000 gallons add $3.25 per 1,000 gallons

$106.67/per E.D.U. up to 10,000 gallons in 2 months
over 10,000 gallons add $5.00 per 1,000 gallons

New Oxford Borough & Oxford Township Customers

  • January 1st → Due January 31st
  • March 1st → Due March 31st

York Water & Hamilton Township Customers

  • January 15th → Due February 15th
  • March 15th → Due April 15th
  • May 15th → Due June 15th
  • July 15th → Due August 15th
  • September 15th → Due October 15th
  • November 15th → Due December 15th

Important Billing Information contained in NOMA’s Rules & Regulations

Section 7.5     Payment of Billings

Starting on January 1, 2010, the water and sewer billings imposed by these Rules and Regulations shall be combined into one billing statement and shall be billed on a bi-monthly basis as follows:  January 1, March 1, May 1, July 1, September 1, and November 1.  The combined bill is payable within twenty-eight (28) days after the billing date.

If a water/sewer bill is not paid within twenty-eight (28) days after the billing date, a ten percent (10%) late fee on the current unpaid amount shall be added to the combined bill to be paid by the customer.  Upon entry of any lien, interest at a rate of ten percent (10%) per annum will be assessed on the liened amount pursuant to the Municipal Claims and Tax Lien Law, as amended.

Failure of any customer t receive the bi-monthly water and sewer bill will not excuse non-payment of said bill and shall not result in an extension of time during which the bill shall be paid.

The owner of the property receiving water and/or sewer shall be billed and responsible for payment.

Section 7.6     Delinquent Bills

Upon the expiration of the twenty-eight (28) day payment period, all delinquent bills for sewer and/or water shall be turned over to the Authority Solicitor for collections.  All unpaid bills shall become a lien on the property and entered pursuant tot he Municipal Claim and Tax Lien Law, as amended, and shall include all penalties, interest as aforesaid, costs of lien and attorney’s fees, including, but not limited, to the following:  New Oxford Municipal Authority Fee Schedule Relating to the Collection of Delinquent Accounts as outlined in the Rules & Regulations (please see the Rules and Regulations page for the complete document).

In addition to the aforementioned procedures, the Authority retains the right to terminate water service in the manner as provided by law.

Section 7.7     Abatement of Bills

The Authority does not permit any abatement from water and/or sewer rentals due to vacancies of a serviced property.
