Signing up for an online account allows you many benefits for payment (listed below), as well as the option to receive you bi-monthly bill via your email, while still receiving a paper bill!
Paying Your Bill
You can pay your water/sewer via MuniciPAY using:

Credit Card Payments Made in Office or via Telephone
New Oxford Municipal Authority offers the convenience of accepting MasterCard, Discover, American Express and Visa credit cards for water/sewer. The payment processing company charges a convenience fee of 2.65% or $3.00 minimum to cardholders who use this service. Just stop by our office or give us a call at (717) 624-9399 to use your MasterCard, Discover Card, American Express or Visa.

Now you can pay your water/sewer from the comfort of your home or office by using our online payment service. Credit cards accepted: MasterCard, Discover, American Express or Visa. A per transaction convenience fee of 2.65% or $3.00 minimum will be charged by the payment processing company for this service.
As always, NOMA still offers ACH draft as another option for online payments .

Electronic Check Payments
New Oxford Municipal Authority accepts electronic check payments using our online payment service. Payments will be charged to your checking or savings account at your bank. You will need your 9-digit routing number, as well as your account number from your personal checks (see example below).
There is a “drop box” for overnight payments located outside the front door of the NOMA office for your convenience.

New Oxford Borough & Oxford Township Customers
- January 1st (November & December usage) → Due January 31st
- March 1st (January & February usage) → Due March 31st
- May 1st (March & April usage) → Due May 31st
- July 1st (May & June usage) → Due July 31st
- September 1st (July & August usage) → Due September 30th
- November 1st (September & October usage) → Due November 30th
York Water & Hamilton Township Customers
- January 15th (November & December usage) → Due February 15th
- March 15th (January & February usage) → Due April 15th
- May 15th (March & April usage) → Due June 15th

Important Billing Information contained in NOMA’s Rules & Regulations
Section 7.5 Payment of Billings
Starting on January 1, 2010, the water and sewer billings imposed by these Rules and Regulations shall be combined into one billing statement and shall be billed on a bi-monthly basis as follows: January 1, March 1, May 1, July 1, September 1, and November 1. The combined bill is payable within twenty-eight (28) days after the billing date.
If a water/sewer bill is not paid within twenty-eight (28) days after the billing date, a ten percent (10%) late fee on the current unpaid amount shall be added to the combined bill to be paid by the customer. Upon entry of any lien, interest at a rate of ten percent (10%) per annum will be assessed on the liened amount pursuant to the Municipal Claims and Tax Lien Law, as amended.
Failure of any customer t receive the bi-monthly water and sewer bill will not excuse non-payment of said bill and shall not result in an extension of time during which the bill shall be paid.
The owner of the property receiving water and/or sewer shall be billed and responsible for payment.
Section 7.6 Delinquent Bills
Upon the expiration of the twenty-eight (28) day payment period, all delinquent bills for sewer and/or water shall be turned over to the Authority Solicitor for collections. All unpaid bills shall become a lien on the property and entered pursuant tot he Municipal Claim and Tax Lien Law, as amended, and shall include all penalties, interest as aforesaid, costs of lien and attorney’s fees, including, but not limited, to the following: New Oxford Municipal Authority Fee Schedule Relating to the Collection of Delinquent Accounts as outlined in the Rules & Regulations (please see the Rules and Regulations page for the complete document).

In addition to the aforementioned procedures, the Authority retains the right to terminate water service in the manner as provided by law.
Section 7.7 Abatement of Bills
The Authority does not permit any abatement from water and/or sewer rentals due to vacancies of a serviced property.
